Is user Internet activity monitored as a protective information security measure?

Yes.  Analyzing the data of websites visited by users, departments, or individuals on University issued devices is enabled.  This service monitors the Internet activity on all University issued devices, on-campus and off-campus.  This monitoring service intends to maximize bandwidth and safe-computing by reporting inappropriate workplace usage or unsavory website activity.
